The number travels a long way — from a brochure scan to a customs broker, an insurer and finally a DMV clerk — so convert it once and use the same value everywhere.
Enter the PS exactly as the source states it
Put the home-market number in the left field — 64, 280, 507 — without rounding it first. The horsepower value updates while you type, and a comma decimal separator is accepted for figures copied from a European document.
Match the value to the chassis code, not the model name
A Silvia is 165 PS or 250 PS depending on trim, and a Skyline changes across R32, R33 and R34. Confirm which variant the export certificate describes before the converted figure goes anywhere official.

The E60 M5 row shows why the conversion is worth doing properly: 507 was never an arbitrary number, it is the metric expression of a round 500 horsepower. The 280 PS entries are the opposite case — a figure that was agreed rather than measured, which is why so many unrelated Japanese cars share it.

Import Paperwork Questions About PS Figures
Why do so many Japanese imports claim exactly 276 hp?
Because 276 is 280 PS converted. From the late 1980s until 2004 Japanese manufacturers followed an informal agreement not to advertise more than 280 PS for home-market cars, so the Skyline GT-R, Supra RZ, NSX, RX-7 and Lancer Evolution all declared the same ceiling. It was self-policed, with no independent testing, which is why dyno results for those cars so often come out higher.
Is a Japanese catalogue figure a gross or a net rating?
It depends on the year. Japanese makers quoted JIS gross output — engine on the bench without its accessories — into the mid-1980s, then moved to JIS net over several years, sometimes mixing the two within one model range. Gross figures run roughly 15 % above net, so a 1970s or early-1980s import can look far stronger on paper than it is. Convert the number you have, but note which standard produced it.
Which power figure will a US insurer actually use?
Mainstream carriers rate from the VIN, and a 1990s Japanese chassis number will not decode in their systems — which is usually why a grey import ends up with a specialist or agreed-value policy. Those underwriters ask you to declare the engine and its output, and they expect it in horsepower. Give the converted figure and say which catalogue or export document it came from.
The papers show a fiscal horsepower rating — can I convert that?
No, and you should not try. French CV fiscaux, Spanish caballos fiscales and Italy's old cavalli fiscali are tax brackets produced by a formula from displacement, emissions or power — administrative categories, not measurements. A car with 7 CV fiscaux does not have seven horsepower. Only the engineering figure printed in PS, ch, CV or kW converts to hp.
Does the Japanese export certificate state engine power at all?
Often not. The de-registration document exists to prove the car left the Japanese register: chassis number, registration history, first registration and de-registration dates, displacement and dimensions. Power frequently is not among the fields, so the figure on your US paperwork will come from the manufacturer's specification for that chassis code — in PS — and it is your conversion that turns it into horsepower.
